The Forest Breathes: Amazon Deforestation Hits a 13-Year Low

Policy works. Enforcement works. 2,874 square kilometres is still too much — but it is 36% less than last year and the lowest since 2013. The question is whether it holds through the dry season and the next election.

What Happened

On 9 August 2026, Brazil's National Institute for Space Research (INPE) released data from its DETER satellite alert system showing that deforestation in the Brazilian Amazon had fallen to its lowest level in 13 years (Butler, Mongabay, 9 August 2026).

DETER detected 2,874 square kilometres (1,110 square miles) of forest clearing between 1 August 2025 and 31 July 2026. That is 36% below the previous 12-month period and 55.6% below the average of the preceding decade.

The total is the lowest since INPE introduced the current DETER system in 2015. Including data from its predecessor system, the last time alerts were lower was the 2012/13 deforestation year, when 2,766 sq km were recorded (Butler, Mongabay, 9 August 2026).

DETER is a rapid-response system designed for enforcement agencies. It uses satellite imagery to identify new forest clearing quickly enough for authorities to investigate and intervene. It differs from PRODES, INPE's higher-resolution annual monitoring system, which provides Brazil's official deforestation rate. Preliminary PRODES figures for the year ending 31 July are expected in October or November 2026 (Butler, Mongabay, 9 August 2026).

PRODES data for the year ending July 2025 had already recorded the Amazon's lowest forest loss in 11 years. The latest DETER figures indicate that clearing declined further over the following year. If PRODES confirms a similar decline, Brazil could register its lowest official Amazon deforestation rate since the current monitoring series began in 1988 (Butler, Mongabay, 9 August 2026).

Independent monitoring from Imazon, a Brazilian nonprofit that operates its own satellite-based alert system (SAD), has generally shown the same direction of change, providing corroboration from a separate methodology (Butler, Mongabay, 9 August 2026).


What It Actually Means

The decline is real, sustained, and policy-driven. It is not a weather anomaly or a statistical artefact.

When Lula returned to office in January 2023, Amazon deforestation was running at levels not seen since the mid-2000s. His predecessor, Jair Bolsonaro, had systematically weakened environmental enforcement agencies, cut budgets for monitoring and inspection, and signalled that illegal deforestation would be tolerated. The result was a surge in clearing: DETER recorded 13,038 sq km in the 2020/21 deforestation year, the highest since 2006.

Lula's government reversed course. It increased enforcement operations, strengthened satellite monitoring, resumed efforts to protect Indigenous territories, and pursued agreements with municipalities where deforestation is concentrated. Brazil has pledged to eliminate illegal deforestation by 2030 (Butler, Mongabay, 9 August 2026).

The DETER data suggests the policy reversal is working. The decline is not a single-year blip — it is a three-year trend: 2023/24 showed a significant drop, 2024/25 continued the decline, and 2025/26 has brought the lowest alert levels in over a decade.

The Cerrado — a tropical savanna that has experienced high rates of agricultural conversion, particularly for soy and cattle — also saw a decline. DETER registered 5,119 sq km of alerts, down 7.8% from the previous year and the lowest total in five years (Butler, Mongabay, 9 August 2026).

INPE also released consolidated PRODES data for three other Brazilian biomes covering August 2024 through July 2025. Deforestation fell 34.3% in the Caatinga (to 2,290 sq km), 15.3% in the Atlantic Forest (to 402 sq km), and 41.7% in the Pampa (to 305 sq km) (Butler, Mongabay, 9 August 2026).


What the Numbers Don't Capture

Clear-cutting — the complete removal of forest cover — is what DETER and PRODES measure. It is the most visible and destructive form of deforestation. But it is not the only form of forest damage.

Logging, drought, edge effects, and understory fires can degrade standing forest without immediately registering as deforestation. Degraded forest stores less carbon, supports less biodiversity, and is more vulnerable to future drought and fire. The severe 2023/24 drought demonstrated that fire and ecological damage can increase even as the area being completely cleared declines (Butler, Mongabay, 9 August 2026).

Fire remains a particular concern as the Amazon dry season begins. Burning used to clear vegetation or manage pasture can spread into neighbouring forests during hot, dry conditions. A low deforestation alert number in August does not guarantee a low fire season in September and October.


The Political Calculus

The durability of the decline depends on politics. Lula's enforcement-first approach has produced results. But enforcement is politically contentious — it creates conflict with agricultural interests, mining companies, and land speculators who benefit from weak regulation. Brazil's next presidential election is in October 2026. If a candidate committed to weakening environmental enforcement wins, the deforestation trend could reverse as quickly as it did after Bolsonaro's 2018 victory.

Márcio Astrini, executive secretary of the Climate Observatory, a Brazilian civil society coalition, called the numbers "historic" and argued they show Brazil can meet its commitment to end and reverse deforestation by 2030 (Butler, Mongabay, 9 August 2026). The statement is accurate about the trend. It is optimistic about the politics.


Stakeholder Landscape

The Amazon rainforest — the primary beneficiary. Every square kilometre of avoided deforestation preserves carbon storage, biodiversity, hydrological regulation, and the cultural territories of Indigenous peoples. The cumulative effect of three years of declining deforestation is ecologically significant.

The Lula government — gains a major policy achievement to campaign on ahead of the October 2026 election. The deforestation data is the strongest evidence that Lula's environmental agenda has delivered measurable results.

Indigenous communities — benefit from resumed efforts to protect Indigenous territories, which have consistently been shown to be the most effective form of forest protection in the Amazon.

Brazilian agribusiness — faces a complex reality. The decline in Cerrado deforestation suggests agricultural expansion is being constrained. But the sector also benefits from the international market access that reduced deforestation enables — the EU's deforestation regulation, for example, restricts imports of commodities linked to forest clearing.

Global climate efforts — the Amazon is one of the world's largest carbon sinks. Reducing its deforestation rate is one of the most cost-effective climate mitigation strategies available. The DETER data is a rare piece of unambiguously good climate news.


Cross-Layer Implications

The enforcement-technology feedback loop. DETER is not just a monitoring system — it is an enforcement tool. The satellite data is used to direct inspection teams to active clearing sites in near-real time. The system's effectiveness creates a virtuous cycle: better monitoring enables better enforcement, which deters illegal clearing, which reduces the alerts the system detects. The technology and the policy reinforce each other.

The Cerrado blind spot. The Cerrado has received less international attention than the Amazon, but it is a globally significant biome in its own right — a biodiversity hotspot and a major carbon store. The 7.8% decline is welcome, but 5,119 sq km of clearing in a single year is still substantial. The Cerrado lacks the same level of international protection pressure that the Amazon receives.

The degradation gap. The international community's focus on deforestation — measured by clear-cutting — may be creating a perverse incentive. If enforcement makes clear-cutting harder but does not address degradation, the result could be forests that remain standing on satellite imagery but are progressively emptied of their ecological value. Closing the degradation monitoring gap is the next frontier.


What This Means for You

For climate-concerned citizens: This is good news. Not "problem solved" news — 2,874 sq km of forest lost in a year is still a tragedy. But the trend is real, sustained, and attributable to policy choices. It demonstrates that political will, enforcement capacity, and satellite monitoring can reduce deforestation at scale. The lesson is not that the Amazon is saved. It is that policy works.

For investors and businesses with Brazil exposure: The deforestation trend strengthens Brazil's position in international markets that are increasingly conditioning market access on environmental performance. The EU deforestation regulation, in particular, makes reduced deforestation a competitive advantage for Brazilian commodity exporters.

For policy-makers in forest nations: Brazil's experience since 2023 is a case study in what works: satellite-based real-time monitoring, adequately resourced enforcement agencies, protection of Indigenous territories, and municipal-level agreements. The model is replicable. The political conditions that enable it are not always present.

For the general public: The Amazon deforestation story has been relentlessly negative for years. The DETER data is a genuine inflection point — not because the problem is solved, but because it demonstrates that the problem is solvable. The question is whether the solution survives the next election.


Uncertainty Ledger

  • PRODES confirmation: DETER is a rapid-response alert system. PRODES is the higher-resolution official measure. Confirmation is expected in October/November 2026. The two systems have historically tracked closely, but discrepancies are possible.

  • The 2026 dry season: Fire risk is elevated during the dry season (roughly July–October). A severe fire season could offset some of the deforestation gains through forest degradation.

  • The October 2026 election: The single largest uncertainty. A change in government could reverse enforcement policy as quickly as the 2018 election did.

  • Degradation monitoring: Current systems do not adequately capture forest degradation. The true state of the Amazon is worse than the deforestation numbers alone suggest. Improved degradation monitoring is under development but not yet operational at scale.


Bottom Line

Brazil's Amazon deforestation alerts have fallen to their lowest level since 2013. The decline — 36% year-on-year, 55.6% below the decade average — is real, sustained across three years, and directly attributable to strengthened enforcement under President Lula. If confirmed by the higher-resolution PRODES system in October, Brazil could record its lowest official deforestation rate since monitoring began in 1988. This is not a victory lap. 2,874 square kilometres of forest lost in a year is still a wound. Degradation, drought, and fire continue to damage standing forest in ways the satellites do not fully capture. And the October 2026 election could reverse the enforcement policies that produced the decline. But the data proves something important: policy works. The Amazon can be protected. The question is whether Brazil chooses to continue.
